Is the ELCA a religious group or are they an extreme liberal political group posing as a religious group & why?

Are they christians if you believe they are a religious group and why don't they believe in the bible except as a guide (and not the word of God as a Pennsylvania Evangelical Lutheran Church in America pastor told me)?
